This bill amends the Water Code concerning management plans adopted by groundwater conservation districts in Texas. A new requirement is added to amend a management plan before the second anniversary of adopting desired future conditions. Additionally, if a petition challenges the reasonableness of these conditions, the executive administrator can deem a plan administratively complete, provided it includes certain specified information. Changes in the procedures and timing for petitions will apply starting from the bill's effective date, Sept. 1, 2025.
