A new bill authored by State Rep. Dennis Paul in the Texas House seeks to cap the combined salaries of state prosecutors to align with district judges’ pay scales, according to the Texas Legislature website.

The bill on Special Districts & Authorities category, introduced as HB 204 during the 89(2) legislative session on Monday, Aug. 18, was formally listed with the short title: ’Relating to the governance and territory of the Harris County Flood Control District’.

The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.

In essence, the bill amends the Government Code by setting a limit on the total annual salary of state prosecutors. If a state prosecutor’s combined salary from state and county sources exceeds the maximum base salary for a district judge with comparable service years, the comptroller will reduce the state prosecutor’s salary to match the district judge’s salary, though not below the state base salary set for district judges in the General Appropriations Act. This restriction does not apply to district attorneys in judicial districts with a county population under 400,000. The bill is set to take effect Sept. 1, 2025.

Dennis Paul, the vice chair of the House Committee on S/C on Transportation Funding, proposed no other bills during the 89(2) legislative session. He is also a member of the House Committee on Insurance and a member of the House Committee on Transportation.

Bills in Texas go through a multi-step legislative process, including committee review, debates, and votes in both chambers before reaching a final decision. Each session, there are typically thousands of bills introduced, but only a portion successfully navigate the process to become law.
